I would read it differently. A good time to negotiate is when the aggrieved party has the upper hand and the aggressor is on the defensive. Why wait until one or the other party is more desperate and reckless? Peace being at hand is not a precondition for negotiation. Declaring that nobody 'is ready' to negotiate is not giving a reason; it's making an excuse.
